DSI Expands Investigation into ‘The Icon’ Case, Examines Extraterritorial Offenses

Bangkok: The Department of Special Investigation (DSI) is intensifying its probe into ‘The Icon’ case, seeking to uncover further criminal activities linked to the 18 suspects and one juristic person already indicted on charges of fraud, violations of the Computer Crime Act, and other financial crimes. The investigation, initially concluded in December 2014, is now focused on identifying additional individuals who may have played intermediary roles in the fraudulent scheme.

According to Thai News Agency, Pol. Lt. Col. Woranan Srilam, the Director of the Non-system Financial Business Case Division and DSI Spokesperson, stated that the special case prosecutor has reviewed the extensive documentation related to the case, which includes testimonies from over 7,000 witnesses. The DSI is analyzing this data to trace connections and scrutinize documentary evidence to determine the structure of compensation payments and the involvement of other potential suspects. This includes examining whether more witnesses need to be questioned and whether sufficient evidence exists to proceed against individuals beyond the original 18 suspects.

The investigation also extends to potential extraterritorial offenses involving representatives of The Icon Company in Asia, with eight individuals initially identified as having transferred funds to open accounts in Thailand. The Deputy Attorney General of the Investigation Office has been appointed by the Attorney General to oversee this aspect of the case. There is a possibility that the extraterritorial offenses could be combined with the existing case due to shared facts, with a meeting between the DSI and the Attorney General scheduled for mid-January to discuss the strategy.

Pol. Lt. Col. Woranan indicated that the DSI is actively tracing the financial pathways of those involved in the scheme. The investigation is focused on uncovering any additional criminal activities and intentions of the team leaders associated with The Icon. Witnesses will be called for questioning on specific matters that need to be substantiated as the investigation expands.
