Romanian Supreme Court Hosts Thai Judicial Delegation for Insightful Study Tour

Bucharest:Members of the Advanced Executive Program in Administrative Justice from Thailand recently visited the High Court of Cassation and Justice in Romania as part of a study tour. This court is Romania's highest judicial body, responsible for appeals and ensuring the consistent interpretation of laws across the nation. The visit was part of an initiative to explore the administrative case management system and promote public health rights while respecting individual rights through minimizing the use of AI in judicial decisions.

According to Thai News Agency, the study tour was organized under the Thai-Romanian judicial cooperation framework and included participants from the 5th cohort of the Public Administration Program. The delegation was guided by Dr. Elena Diana Tamaga, President of the Administrative and Tax Division of the Romanian Supreme Court, who shared her expertise on various justice process aspects.

The Romanian judicial system is structured with specialized departments such as those handling administrative and tax cases, with the Supreme Court currently dealing with over 9,000 such cases. Efforts are underway to propose legislation allowing less complex cases to be resolved at the Court of Appeals instead of the Supreme Court. Additionally, the visit highlighted the ongoing exchange programs between Romania and Thailand, including the study visit by Romanian Supreme Court Judge Mr. Vasile Bîcu to Thailand in 2025.

The Romanian court system also addresses the quality of life improvements and cross-border healthcare rights, recognizing EU citizens' rights to seek medical treatment in other member states and claim reimbursement if treatment is delayed in their home country. This aspect was part of the discussions during the visit, emphasizing the court's role in monitoring state power and ensuring compliance with human rights obligations.
