Bangkok: The Comptroller General's Department has announced a significant move towards digitalization by mandating the submission of all proposals and appeals through the e-GP system, effective from October 1, 2026. This initiative is aimed at enhancing transparency and accountability in government procurement processes.
According to Thai News Agency, Ms. Patricia Mongkolvanich, Director-General of the Comptroller General's Department, emphasized that the shift to the electronic government procurement (e-GP) system will apply to all government agencies under the Public Procurement and Supply Management Act B.E. 2560 (2017). The new system will cover procurement processes from the invitation to tender and proposal submission but will be specific to selection and specific procurement methods. Exemptions include confidential government supplies valued under 500,000 baht, land or buildings requiring specific purchase, consulting services, and design or construction supervision services.
In addition, the new regulations stipulate that appeals against procurement results must be submitted through the e-GP system. Those wishing to appeal procurement outcomes via e-bidding and selection methods must file their appeal and accompanying documents within seven working days from the date the procurement results are announced on the e-GP system. Notifications of the appeal outcomes will be sent electronically to the appellant's email address. Exceptions to this requirement include procurement of classified government supplies, activities requiring overseas employment, and other specified services.
Government agencies that initiated procurement procedures before the October 2026 deadline are instructed to complete the process under the existing guidelines. Ms. Mongkolvanich stated that this transition to a fully digital system will not only streamline procedures and enhance efficiency but also bolster business confidence by ensuring transparency and accountability at every stage of the procurement process.
