Bangkok: The Secretary-General of the House of Representatives has provided clarification on the fiscal year 2027 budget request concerning the rental costs for the Speaker of the House of Representatives' official vehicle, affirming adherence to government regulations.
According to Thai News Agency, Mr. Siroj Paetpan, Secretary-General of the House of Representatives, along with Police Major General Wichai Sangkhaprai and other executives, addressed concerns about the budget allocation for renting official vehicles. This clarification comes in response to inquiries raised by Mr. Phantil Nuamjerm, a Member of Parliament from the People's Party, regarding the approximately 1 million baht annual rental cost for the Speaker's vehicle.
The Secretariat outlined the background of the budget request, noting that the current official vehicles, purchased in 2021 during Mr. Chuan Leekpai's tenure as Speaker, are nearing the end of their six-year service life. Mr. Sophon Saram, the current Speaker, has opted to use his personal vehicle to save on fuel and maintenance costs, while the First Deputy Speaker, Second Deputy Speaker, and Leader of the Opposition wish to continue using their official vehicles.
The criteria for procuring new official vehicles, as per the Prime Minister's Office Regulations on Official Vehicles, mandate replacement after six years of service. The decision to lease rather than purchase these vehicles is aimed at reducing long-term maintenance expenses, a practice adopted by several government agencies.
The proposed budget for fiscal year 2027 allocates 5,421,600 baht for the rental of official vehicles over a five-year period, aligning with Ministry of Finance guidelines. The budget reflects a rental rate of no more than 90,360 baht per month, amounting to 1,084,320 baht annually.
Mr. Sophon Saram has consistently refrained from using official vehicles or claiming fuel expenses, further demonstrating a commitment to fiscal responsibility. Police Major General Wichai Sangprapai emphasized the importance of verifying facts before forming opinions on budgetary matters, especially concerning the use of official vehicles.
The Office reiterates that the budget allocation for vehicle rentals is essential, appropriate, and compliant with government regulations, ensuring the efficient support of parliamentary duties.
