Bangkok: The Cabinet has approved a framework for Thai-Russian discussions aimed at enhancing cooperation across multiple levels, including bilateral, regional, and multilateral fronts. This development marks a step forward in solidifying the relations between the two nations over the next five years.According to Thai News Agency, Ms. Lalida Periswiwatana, Deputy Spokesperson for the Prime Minister's Office, announced that the Cabinet has given the green light to the draft of the Sixth Dialogue Plan. This plan, set for 2026-2030, involves the Ministry of Foreign Affairs of Thailand and the Ministry of Foreign Affairs of the Russian Federation. It will serve as a foundation for continuous cooperation between the two countries.The deputy spokesperson highlighted that the plan is an extension of previous efforts and encompasses discussions at both the Deputy Ministerial and departmental levels of the Foreign Affairs Ministries. Key topics include bilateral cooperation, regional and multilateral engagements i n the Asia-Pacific region, coordination within the United Nations framework, European affairs, digital age strategic communication, misinformation and fake news combat, international law cooperation, and other mutual interests.The Ministry of Foreign Affairs is in talks with Russia to organize the 9th Joint Commission Meeting on Bilateral Cooperation in Moscow in August 2026. Should both parties reach an agreement, a plan of discussions will be signed concurrently.Ms. Lalida clarified that the draft discussion plan is not an international treaty and does not impose obligations under international law. It is designed as a framework to facilitate interaction, strengthen relations, and support more systematic and concrete discussions between Thailand and Russia.
